Item PROCESS COMMUNITY DEVELOPMENT LEAD BY MADAGASCAR NATIONAL PARKS (MNP) IN THE CONSERVATION OF THE ENVIRONMENT: CASE OF THE RESERVE SPECIAL OF AMBOHITANTELY AND THE POPULATION OF ITS OUTSKIRTS.(2018-02-20) TIBAVY RENAUDELLE; Santoso Tri Raharjo; Soni Akhmad NulhaqimThe environmental problems in Madagascar are of the order of socio-economic problems of the community local. Madagascar National Parks, which is responsible for the conservation of the Reserve Special of Ambohitantely, a Reserve Special located in Ankazobe district, Analamanga region, and to the northwest of the capital Antananarivo, 140 km, among the reserves presenting the endemicity of Fauna and flora of Madagascar adopts strategies related to the development of the local community.This community local are the primary actors in the problems faced by this Reserve Special of which the major problems are which , problems of bush fires, exploitation and illegal extinction of species . The objectifs of this study is to describe the practice of community development strategies with an aim of being able to preserve the environment.Also to identify the force and the weakness of these strategies in the safeguarding of the environment and the development of the local community so that contributions can be made for improvement . In order to carry out this study, we chose the theory of community development. This theory answers to the understanding of the interaction of the community local with its environment as well as the relation between the Madagascar National Park and this community in the implementation of development projects and conservation of the Reserve Special Ambohitantely. The Madagascar National Park doesn`t reach its objective for the conservation of the Reserve Special Ambohitantely without having considered the community local living around the protected area and which is the first target being actors of its destruction but in order to be able to mobilize the local community, to identify the social problems linked to the environmental problems of the Reserve Special Ambohitantely and to be able to resolve them together between the Madagascar National Park and the community local . This research used qualitative methods with a descriptive interpretation,its a case study.Data collected through documentation works,field of observation and interviews to Madagascar National Parks`s staff, public entities and the local community living in the peripheral areas of the Reserve Special Ambohitantely . The results showed that the conservation of the Reserve Special Ambohitantely is based on the locality of development whose direct intervention of the local community in all the different stages of processes, from the preparation to the implementation of the program is weak. . This weakness explains the failure not only for the local development but also the conservation of the Reserve Special Ambohitantely which is the main mission of the Madagascar National Parks. Consideration and participation of the community local as first actors, decision-makers and controllers in the development of their locality as well as in efforts to conserve the Reserve Special Ambohitantely are to be improved to achieve the expected objectives.
