Abstract
ABSTRAK
Di beberapa negara maju pembangunan
manusia menjadi salah satu skala prioritas sebab dengan adanya pembangunan
manusia akan muncul orang-orang yang memiliki kemampuan dalam membangun daerah
serta negara. Salah satu isu reformasi pendidikan yang
penting dewasa ini adalah desentralisasi pengelolaan pendidikan, kebijakan
Manajemen Berbasis Sekolah (MBS) merupakan bentuk alternatif yang dipilih dalam
pelaksanaan kebijakan desentralisasi pendidikan. Dipilihnya kebijakan MBS karena
model ini diyakini akan mempermudah pencapaian tujuan pendidikan. Program MBS
bertujuan untuk memandirikan atau memberdayakan sekolah melalui pemberian kewenangan,
keluwesan dan sumberdaya untuk meningkatkan mutu kinerja sekolah dan pendidikan
terutama meningkatkan hasil belajar siswa.
Tujuan penelitian ini adalah untuk mengetahui faktor-faktor yang
mempengaruhi keberhasilan implementasi kebijakan Manajemen Berbasis Sekolah
yang berlangsung di SD Negeri Gugus 13
Kecamatan Coblong, Kota Bandung. Teori yang digunakan dalam penelitian ini
adalah teori implementasi kebijakan dari Edward III, yang terdiri dari empat
faktor yaitu faktor komunikasi, sumber daya, sikap, dan struktur birokrasi.
Metode penelitian yang digunakan adalah metode kualitatif dengan
pendekatan deskriptif analisis, informan dalam penelitian ini adalah: Pejabat Dinas Pendidikan Kota Bandung, Kepala Sekolah Dasar
Negeri Coblong 2 dan Kepala Sekolah Dasar Negeri Coblong 3 Kota Bandung, Guru
SD Negeri Coblong 2 dan Coblong 3 kota Bandung, Pengawas Sekolah Kecamatan
Coblong, Komite Sekolah SDN Coblong 2 dan SDN Coblong 3, serta orang tua siswa.
Implementasi kebijakan Manajemen Berbasis Sekolah dilihat dari empat
faktor yaitu faktor komunikasi, sumber daya, sikap, dan struktur birokrasi. Berdasarkan hasil penelitian didapatkan
bahwa komunikasi yang dibangun masih bersifat terbatas; dari sisi sumber daya
bahwa sudah tersedia sumber daya manusia yang memadai secara kualitas, sarana
dan prasarana yang tersedia juga sudah memadai; dari segi sikap seluruh
jajaran di SDN Coblong 2 dan 3 sangat mendukung terhadap diterapkannya kebijakan
MBS; terkait struktur birokrasi di tingkat satuan pendidikan seluruh aktor
seperti Kepala Sekolah dan Dewan Guru dan sudah berjalan dengan baik dan tidak
ada struktur birokrasi yang memberatkan.

ABSTRACT
In some developed countries human
development becomes one of the
priorities because the presence of human development would emerge the people
who have the ability
to build the region and state. One of
the important issues
of education reform today is the decentralization of education
management, policy of the School
Based Management (MBS) is an alternative
form chosen in
the implementation of educational decentralization policy. MBS policy chosen
for this model is
believed to facilitate the
achievement of educational goals. MBS program aims
to empower schools
through the granting authority, flexibility and resources to improve the performance of schools and education,
especially improving student learning
outcomes.
The purpose of this study was to determine the factors
that influence the successful of school based management policy implementation
that took place at 13Cluster
of Elementary
School at Coblng District,
the city of Bandung.
Theory used in this study is the theory of implementation of the policy of
Edward III, which consists of four factors: communication factors, resources, disposition, and bureaucratic
structures.
The method used is a qualitative method withdescriptive analysis approach, informants in this
study were: Bandung City Education Department officials, the Head of Public
Elementary School Coblong 2and Public
Elementary School Coblong 3, Elementary School Teachers, School District Supervisor
at Coblong District, the School Committee at Public Elementary School 2 and 3 Coblong District, as well as parents.

viewed of four factors: communication factors, resources, disposition, and bureaucratic
structures. Based on the result showed that the communication is built is still
limited, in terms of available resources that have adequate human resources in
quality, facilities and infrastructure that are also sufficient; in terms of
the disposition,the whole range of SDN Coblong 2 and 3 are very support for MBS policy
implementation; related structures at the level of the education bureaucracy
around the actors as the Principal and Teachers Council and has been running
well and no burdensome bureaucratic structures.
