Abstract
This research aims to examine the influence of Regional Revenue and General Allocation Fund simultaneously and partially toward Human Development Index through Capital Expenditure in 21 regencies/cities in East Nusa Tenggara Province.
The research design uses causal hypothetical test method with secondary data in the form of panel data (pooled data) for 5 (five) years from 2010-2014. The data is derived from Regional Expenditure and Budget Revenue realization report which is obtained from Directorate General of Local Government Fiscal Balance and Central Bureau of Statistics of East Nusa Tenggara Province. Furthermore, data analysis method which is used in this research is path analysis using SPSS version 19 as data processing tools.
The first statistical model test result showed that: (1) Regional Revenue and General Allocation Fund simultaneously give significant influences to Capital Expenditure; (2) Regional Revenue positively and partially influences the Capital Expenditure; (3) General Allocation Fund partially has no positive effect on Capital Expenditure. The second model indicates that: (4) Regional Revenue, General Allocation Fund and Capital Expenditure are simultaneously and significantly influence toward Human Development Index; (5) Regional Revenue partially and significantly influence toward Human Development Index; (6) General Allocation Fund partially has no significant effect toward Human Development Index; (7) Capital Expenditure partially has no effect toward Human Development Index. Path analysis found that Capital Expenditure mediates the influences of Regional Revenue and General Allocation Fund toward Human Development Index.
