Japan Foreign Policy Strategy Towards Russia Over Kuril Islands Claim (1997-2012): An Explanation Through Perception and Capability Estimates. The objectives of this research are to give description and analytical view about Japan foreign policy strategy towards Russia to acquire claim of ownership of The Kuril Islands through a review of perception and capability estimates of the two countries who are involved. Japan issues foreign policy by estabilshed bilateral cooperation with Russia. That Foreign Policy is stated in multilayered approach policy (jusoteki) which is based on Tokyo Declaration. In accordance to those objectives, the researcher used foreign policy strategy perspective stated by John P. Lovell. That perspective states that to analyze a country interaction between another country there are two important aspects, strategy of other parties and decision maker strategy based on their relative national capability. In accordance with these ideas, researcher sought to review the foreign policy related to Kuril Islands claim by Japan perception and capabilities comparison of the two countries involved. The methodology of this research is qualitative method. The data in this research is collected from a thorough interview, literature studies and extensive online surfing. From this research, it is known that the claims over Kuril Islands between Japan and Russia issued foreign policy that based on capabilities and strategy of other parties. In this case Japan make an adjustment to its foreign policy toward Russia based on assumption that Japan national capabilities are lower than Russia. That foreign policy issued to avoid a direct collision between the two countries. The policy is intended to reduce friction and led to mutual trust through cooperation in the economic, political, and military.
